May 2014 – June 2021: Chief Executive Officer for Quilliam International, The world's first counter-extremism think tank with offices in London, Washington DC, New York, and California.
2017 – 2020: Member of the Advisory Group on Online Terrorist Propaganda at Europol's European Counter-terrorism Centre (ECTC).
Sept. 2016 – Aug. 2020: Trustee of the Franco-British Council, a non-profit organization established by the governments of the UK and France to promote and strengthen bilateral relations.
2009 – 2014: Consultant working on Counter Extremism, Counter Terrorism, Deradicalization of Islamists and far-right Extremists in Europe, the UK, and North America.
2010 – 2012: Advisory Board and Steering Committee with the founder – Fiyaz Mughal OBE, in setting up Tell MAMA (Measuring Anti-Muslim Attacks). A project that monitors anti-Muslim incidents and provides support to victims of such incidents.
2007-2008: Served on the (UK) Northwest Board of the Mosaic initiative created by then-HRH Prince Charles aimed at mentoring disadvantaged youngsters to become contributing members of society.
2005 – 2010: CEO of Crescent Network (A Muslim Lifestyle media outlet).

2005 – 2007: Advisor to the UK Government.
2005: UK Government's "Preventing Extremism Together" taskforce – a response and solutions initiative to the July 2005 terror attack in London.
2006: Consulted on and launched the UK Government's Preventing Violent Extremism strategy for 300+ Muslims with the Secretary of State, The Rt Hon Ruth Kelly.
2006 -2007: Steering Committee for creating the UK Government's Channel initiative. A deradicalization/rehabilitation program that provides support to individuals who may be at risk of being drawn into terrorism.
2007 – 2009: Consultant to the UK Secretary of State, MP Hon Hazel Blears.
2007 – 2009: Cultural Ambassador through the UK Government's "Projecting British Islam" initiative. Testified before the UK, USA, Canadian, and EU Parliaments.
July 2015: Member of UK Government, Preventing Extremism Together Taskforce, advising the UK Government under Prime Minister David Cameron.
Rafiq advised the following governments on countering extremism: France, Australia, the EU, and Norway.
Submitted written evidence to numerous Governmental Reports, including (et al.):
- The UK Government’s review of the Muslim Brotherhood
- The UK Government's reviews of the "Prevent Strategy."
Projects:
- Implemented a US State Department-funded Project – Families Against Terrorism and Extremism – FATE (110 organizations in the UK/Europe (based in London and Paris) and 90 organizations in North Africa – based out of Tunisia and Morocco). The project's focus was building and developing a network of civil society organizations that can undermine the recruiting strategies of violent and non-violent extremist networks.
- Implemented Muslims Against Terrorism and Extremism – AMATE (300 masjids in the USA) on behalf of Masjid Muhammad and the US Department of Homeland Security.
- Oversaw teams of mentors in the UK and USA to deradicalize and rehabilitate supporters of far-right and Islamist, violent and non-violent extremist ideologies from 2014 to 2021.
- Led various teams internationally in producing and disseminating counter-narrative videos and messages to combat the appeal of ISIS. An example is the award-winning campaign - "Not Another Brother."
